PROBLEM TO BE SOLVED: To provide a road surface condition changing device which is maintenance-free and can increase the friction factor of a road surface having a small friction factor such as a frozen road. SOLUTION: A cylinder 12 equipped with a plurality of projections 14 is installed ahead of a car wheel 10 and supported rotatably by an arm 16 in such a way that the axis Cr of the cylinder 12 is inclined by a certain angleθto the axis Cw of the wheel 10. The arm 16 is coupled with a hydraulic actuator 20 through a bushing 18 and is coupled with a car body side member through another bushing 22. When a car is running on a frozen road and is in braked or accelerated condition, the actuator 20 is controlled so that the cylinder 12 contacts with the road surface with a specified contact pressure.
