PROBLEM TO BE SOLVED: To stably decode a video bit stream in real time. SOLUTION: A macro block is decoded through plural paths. A variable length decoding part 120 supplies header data provided from an input bit stream to a header interpretation part 170 and supplies part of header data to a data distribution part 130 as well. Based on the header data, the data distributor 130 distributes symbols from the variable length decoding part 120 to 1st and 2nd decoding parts 140 and 150 in the unit of blocks. The header interpretation part 170 interpretes the header data and outputs various kinds of parameter variables required for decoding data. The 1st and 2nd decoding parts 140 and 150 decode the symbols supplied from the data distribution part 130 according to the parameter variables outputted from the header interpretation part 170, and a macro block formation part 160 reconstructs these symbols as a macro block.
