PROBLEM TO BE SOLVED: To easily crush excavated soil by using a simple device. SOLUTION: An upper material base plate 4 having an aperture 3 for passing crushed matter and a flat front surface is fixed to the inside of a vertical cylindrical body 2 successively installed to the lower part of a hopper 1. The upper part of this upper material base plate 4 is provided with a supplying device 5 for supplying dehydrated sludge to the aperture 3 for passing the crushed matter. A lower material supporting plate 7 which is rotated around its vertical axis by a driving device 6 is freely rotatably installed below the upper material base plate 4 apart a spacing in parallel therefrom. A turnable crushing member 9 which is rotated by a driving device 8 fixed to the vertical type cylindrical body 2 is disposed between the upper material base plate 4 and the lower material supporting plate 7.
