PROBLEM TO BE SOLVED: To easily change image sampling characteristics and to improve image quality by controlling the relative position of a light receiving surface and an object image to the circle of a specified radius and an exposure timing. SOLUTION: An object 1 is passed through a photographing optical system 2 and parallel planar glass 3 provided with a prescribed angle to an optical axis and image-formed on an image pickup element 4. During an exposure period when the image of the object 1 is image-formed, the relative position of the light receiving surface and the image-formed object image is changed to plural positions on the circle or an approximate circle. For that, a rotation device 6 for rotating the parallel planar glass 3 by a rotary shaft parallel to the optical axis is provided. Further, a timing signal generator 5 decides the radius and the exposure timing so as to turn the radius of the circle or the approximate circle toπ/8-π/4 of a light receiving pitch based on the relative position data of a prescribed space sampling and controls an image pickup element driving circuit 7 and the rotation device 6. Thus, two-dimensional image sampling characteristics are changed by simple constitution and the image quality is improved.
