PROBLEM TO BE SOLVED: To provide a substrate for a lithographic printing plate being excellent in sliding properties of sponge and manufacture thereof. SOLUTION: A substrate for a lithographic printing plate for which the surface of an aluminum plate subjected to surface-roughening and anodizing treatments has center-line average roughness Ra of 0.2-1.2μm and an average tilt angleθa of 0.12-0.15 rad, and a manufacture of the substrate for the lithographic printing plate wherein after the surface of the aluminum plate is roughened mechanically, chemical etching is conducted so that the amount of dissolved aluminum be 20-50g/m<2> .
