PROBLEM TO BE SOLVED: To reduce the probability of collision of packets and to attain efficient communication with a small delay. SOLUTION: In order to realize multi-access, a common incoming channel 10 is separated into an access channel 10A and a message channel 10B. On the occurrence of data (packet) to be sent in mobile stations 1-4, the mobile station having the data uses the access channel 10A to send a transmission request signal including information such as a packet size, a base station 30 sends a transmission timing of the data and a transmission enable signal to designate a spread code to be used at transmission based on the operating state of the message channel 10B and the occurrence state of data to the mobile station and the mobile stations 1-4 send data according to the designated spread code and the transmission timing.
