The device includes an electrically conductive foam material part (7) inserted respectively in a space (4) between a high voltage electrode (1) and an insulating material part (2) for the avoidance of partial discharges. The device is a gas- or air-isolated instrument (6), encapsulated in a metal casing, and comprising vacuum power switches (5). The foam material part (7) has preferably an electric resistance of less than 10 k OMICRON , preferably about 3 k OMICRON .
