<p>PROBLEM TO BE SOLVED: To provide the distortion calculating device to simply calculate distortion used to the retrieval of a motion vector after the motion vector is roughly retrieved. SOLUTION: The distortion calculating device is configured to arrange a plurality of processor elements in a matrix. Each processor element has an adder 3210, a selector 3220, and a flip-flop 3230. The adder 3210 integrates a local distortion and the selector 3220 selects an input of a distortion or a local distortion integration value. An output from the flip-flop 3230 transferring the distortion is given to the adder 3210 to allow the flip-flop 3230 to conduct both the transfer of the distortion and the integration value of the local distortion thereby simplifying the circuit.</p> |
