PROBLEM TO BE SOLVED: To provide an article delivering device to deliver short columnar substances without any trouble. SOLUTION: A short columnar substance B is pushed in a delivery port 468 by the arms A and B, having elasticity, of a rotor 300, and a short columnar substanceαprevented from free jumping-out is pressed and discharged through the delivery port 468 through the force of a leaf spring 470. The rotor 300 is continuously operated until delivery of the short columnar substanceαis confirmed by a delivery sensor 502. By oscillating an oscillation plate 350 along with rotation of cams 380 and 382 formed integrally with the rotor 302, bridge in a containing space of the hopper 438 is released and the number of the short columnar substances B present in the delivery space 436 through forward and reversing of the rotor 302 is controlled to the proper number thereof.
