PROBLEM TO BE SOLVED: To realize a stable compression coding with high image quality. SOLUTION: A scene change detection circuit 102 detects a frame having a scene change. An image replacement discrimination circuit 104 discriminates whether or not a frame causing a scene change is a B-picture (two inter-frame coding frames to conduct compression by referencing two past and future frames) and in the case of the B-picture, the circuit 104 gives a signal to a changeover circuit 106. Upon the receipt of the signal, the changeover circuit 106 makes switching to provide an output of an image replacement code in place of the code of the B-picture. The recording of the Bpicture requiring many codes is inhibited and codes to display an image of other frame in place of the image are recorded, then a stable compression coding is realized.
