PROBLEM TO BE SOLVED: To generates an image with small deterioration in picture quality by finding special conditions under which a body which moves fast is present only in one field from evaluated values of a movement quantity and a pixel value difference, and performing switching to a class tap and a predictive tap which are different from ordinary ones and performing predictive operation. SOLUTION: A class classification part 32 performs class classification at the time of special conditions and a class classification part 33 performs ordinary class classification. A predictive tap detection part 34 detects a predictive tap corresponding to a class d22. A predictive tap decision part 38 makes a decision the evaluated values from the movement quantity from a movement detection part 35 and the pixel value difference through a movement memory 36. A selection part 37 selects classes d21 and d22 according to the evaluated values. According to the selected class d27, a prediction coefficient ROM 40 selects a prediction coefficient and a predictive tap selection part 39 selects a predictive tap from a signal d20.
