The present invention relates to wireless communications system. In the wireless communications system service areas are partitioned into a plurality of cell s. A set of communications channels are available for allocation among the cells and efficient operation of the system relies on parameters established based on data collected durin g system operation. The system is comprised of a unit for initiating system operation by specifying crude estimates of the parameters. A unit is provide for acquiring the data during system operation. Finally, a unit is provided for improving estimates of the parameters using the acquired data.
