PROBLEM TO BE SOLVED: To execute operation corresponding to a vehicle by detecting the change of earth magnetism due to the presence/absence of the vehicle and transmitting/receiving its signal. SOLUTION: The sensors 15a and 15b of a vehicle detecting transmitter 5 detects the change of earth magnetism and a vehicle detection circuit 20 judges the presence/absence of the vehicle based on the change. A judging signal is transmitted from a transmission antenna 13 through a transmission circuit 21 as electromagnetic waves and received by a receiving antenna 18 installed at a signal pole. Then the signal is given from the receiving circuit 22 of a signal controller 19 to a signal control circuit 23 to give a lighting switching signal to a signal lighting device 16. Thereby, as the detection of the presence/ absence of the vehicle and the transfer of the detection signal are executed by simple constitution, a half sensitive traffic signal device, an illegal parking managing device, etc., can simply be installed.
