PROBLEM TO BE SOLVED: To continuously effect the catalytic decomposition of nitrate ion and to obtain a stable denitrification effect by bring a waste water into contact with a microbial denitrification layer formed on a specified porous body under anaerobic conditions. SOLUTION: The denitrification part of a denitrification tower 2 is packed with a biomenbrane carrier having a denitrifying layer of autotrophic bacteria including nitrate-reducing bacteria and sulfur bacteria. The biomenbrane carrier consists of a porous body 10 having 2 to 200 m<2> /g specific surface area and 0.1 to 10μm average pore diameter. The porous body 10 is formed into a solid such as a powder, granule, sphere, block, plate and disk so that a blomenbrane such as a organism in filter slime and organisms on the surface of filter slime can be deposited to form a filter layer. An activated sludge in a sewage treating facility is added to a mixture waste water and the amt. of sodium thiosulfate and sodium bicarbonate is controlled. The waste water is sent to the denitrification tower 2 and circulated to densely cover the surface of the porous body 10 with sludge bacteria. Thereby, an industrial waste water containing nitrate ion is denitrified.
