<p>PROBLEM TO BE SOLVED: To suppress the reduction of encoding efficiency by decoding all the picture when using a decoder sufficient in throughput but decoding only partial images when using the decoder limited in throughput. SOLUTION: When detecting the motion vector of macro block(MB) included in a partial picture 100, at a motion detection circuit, only images included in the partial picture 100 are used as reference images. When detecting the motion vector of MB included in the partial picture 100 in such a case, a search range is limited to the partial picture 100 so that the reference images of MB in the partial picture 100 are limited within the partial picture 100. When detecting the motion vector of MB included in a partial picture 101, on the other hand, any special processing is not especially performed but while using all the picture joining the partial pictures 100 and 101 as the reference image, the motion vector is detected. Namely, since only the images at the section of partial picture 100 are defined as reference images for motion compensation in decoding of partial picture 100, the images of outside partial picture 101 are not required for decoding.</p> |
