PROBLEM TO BE SOLVED: To make it possible to plot the required map data even when partially expanded map information of a specified area doesn't exist in the map data. SOLUTION: A map information control means 26 fetches detail map information from a read means 21 when an expanded detailed map is displayed on a display 21. When a map existence decision means 24 recognizes that the detailed map information enough to display the map to a full picture display frame is omitted, a complementary control means 25 generates complementary map information complementing the detailed map information based on high- order map information fetched from the read means 21. Since the map is plotted by this complementary map information, the matter that a white map is plotted on a screen is evaded.
