The arrangement (105) has a highly reflective surface (209) consisting of a reflecting conductive layer (227) formed on the surface of an integrated circuit. On the uppermost reflecting conductive layer at least one dielectric layer (230,231,232,233) is formed. The thickness of the dielectric layer is selected so that when a light beam impinges on the integrated circuit the light waves of the light beam reflected from a dielectric layer amplify by interference with a light wave reflected from the uppermost reflective conductive layer. The reflective conductive layer can be of metal and at least two of the dielectric layers arranged one above the other can be of different dielectric materials.
