PROBLEM TO BE SOLVED: To improve the image quality of a generated HD image in the converter that converts an SD image into an HD image. SOLUTION: Area extract circuits 1, 5 extract a pixel block of a prescribed area from a received SD image and give it to a class code retrieval circuit 2 and a prediction arithmetic circuit 21 respectively. The class code retrieval circuit 2 retrieves a class code of a black, to which the pixel block extracted by the area extract circuit 1 and gives the code to a ROM 20. The ROM 20 stores a prediction equation calculated by a genetic algorithm and outputs a prediction equation, corresponding to the received class code. The prediction arithmetic circuit 21 substitutes data x0 -xn of the pixel block extracted by the area extract circuit 5 to the prediction equation read from the ROM 20, so as to generate corresponding HD image data and output the data.
