The installation comprises a feed shaft (2) which discharges into a chamber (3). The head of a compacting piston, activated by motors, constitutes a movable wall of the chamber. A movable obturator closing the outlet section of the shaft in the chamber is activated by motors. The obturator which has a cutter has its front face directed towards the chamber defining in the closed position a wall of the chamber. The obturator is put into the closed position before any compacting movement of the piston.
