PROBLEM TO BE SOLVED: To code even an image with a rapid motion in real time efficiently by adaptively changing a motion retrieval range while keeping an arithmetic amount for each picture to be a prescribed range in the moving image coder applying compression coding to a moving image through inter-frame block motion prediction. SOLUTION: The coder is provided with a motion retrieval range discrimination section 5, which discriminates whether or not a retrieval range of a motion vector is sufficient and a size of the motion retrieval range is adaptively revised. A vector retrieval section 21 of a motion compensation section 2 executes retrieval of a motion vector within the motion retrieval range decided by the motion retrieval range discrimination section 5 through interlacing retrieval or retrieval with revised resolution of a retrieved object for a prescribed retrieval number of times for each picture.
