PROBLEM TO BE SOLVED: To obtain the subject dispersion excellent in adhesive force to substrates by reaction between a polyurethane prepolymer, an organic silane compound and an alkanolamine. SOLUTION: This dispersion is obtained by reaction between an isocyanate- terminated polyurethane prepolymer containing polyoxyethylene chain, an organic silane compound (pref. an alkoxysilane derivative such asγ- aminopropyltriethoxysilane) and an alkanolamine (pref. about in such an amount of diethanolamine as to block <=0.5 equivalent of the active isocyanate group on the polyurethane prepolymer terminals) followed by emulsification in water. This dispersion is such one that a polyurethane component bearing functional groups capable of forming silanol groups when hydrolyzed, containing a polyoxyalkylene skeleton (pref. at 10-30 wt.%) formed from a polyoxyethylene glycol pref. 400-25,000 in average molecular weight and having oxyethylene units as hydrophilic skeleton, is dispersed in water.
