PROBLEM TO BE SOLVED: To reduce a hydraulic oil leakage from a hydraulic chamber with a simple constitution even when the oil pressure from a hydraulic chamber is high, and to perform the phase control with high accuracy. SOLUTION: A shoe housing 3 is provided with a seal thin plate 50, and a hydraulic oil leakage from a hydraulic chamber which drives a vane rotor in the circumference direction is prevented by such a technical means that the seal thin plate 50 is brought into pressure-contact with a vane by oil pressure from a back surface of the seal thin plate 50 to seal them. When an oil pressure is fed to an advancing hydraulic chamber, the oil pressure passes through an oil pressure introducing path to be filled between the seal thin plate 50 and a gear 1. Then, the seal thin plate 50 is pressed to the vane rotor by the oil pressure to prevent a hydraulic oil leakage from a hydraulic chamber which drives the vane rotor in the circumference direction.
