<p>PROBLEM TO BE SOLVED: To make the rate of communication match a communicating party, to reduce costs, to reduce the number of parts and to enable more miniaturization by appropriately switching and connecting communication rate matching means less than the number of communication channels. SOLUTION: First of all, a CPU 14 investigates whether the matching of communication rate with the communicating party is required or not.
