PROBLEM TO BE SOLVED: To simply and rapidly attach a tubular enclosing material composed of a thermoplastic synthetic resin to a tension member and automate an enclosing step by cutting the tubular enclosing material to be opened the longitudinal axial line direction and performing operations under specific conditions. SOLUTION: A tubular enclosing material is cut open in the longitudinal axial direction thereof and the cross section of the enclosing material is extended along the longitudinal cut edge part of the tubular enclosing material using an enclosing element. The extended tubular enclosing material is then attached to a tension member 4 to complete the extending step. Thereby, the tubular enclosing material is attached to the tension member 4. The tubular enclosing material is preferably continuously extended and continuously attached to the tension member 4 and the tubular enclosing material is preferably extended for each of the sections 7a and 7b and attached to the tension member 4 for each of the sections 7a and 7b.
