PROBLEM TO BE SOLVED: To ensure the shielding property of an opening and closing part by pivotally fixing a plurality of transparent synthetic resin-made sluts incorporated with a conductive mesh bode having a specified wire diameter through a prescribed engaging part. SOLUTION: A slut 1 is formed of a flat base part, a cylindrical, shaft part 11 on one side edge of the base part, and an annular part 12 having a partially notched section on the other side edge thereof. The shaft 11 of the next slut 1 is pressed into the opening part of the annular part 12 to rotatably fix a plurality of sluts 1, whereby a shutter panel is formed. An earth terminal 2 is mounted on the end part of the slut 1 and brought into contact with rail members 3 arranged on both ends of the shutter panel to prevent the accumulation of charge to the slut 1. The slut 1 is formed of a transparent synthetic resin including a conductive mesh body 5, extending from the end part of the shaft part 11 to the annular part 12, and the wire diameter of the metal wire of the mesh 4 is set to 10-200μm. The operating state of a robot covered with a shutter can be easily confirmed, and the leakage of electromagnetic wave to the outside or the malfunction by the influence of external electromagnetic wave can be prevented.
