The pulley (1) comprises a hub (3) fixed to a shaft (4), and a rim (6) cooperating with a drive belt. The rim is connected to the hub via a decoupling member (7), and the hub has a basic cup shape with one cylindrical section (12A) which supports the rim and a second cylindrical section (12B) to drive it through the decoupler. The hub is stamped from sheet metal, with the second cylindrical section folded over to surround the first. It has a sliding bush (39) between the inner cylindrical section (12A) and the rim, and the decoupling member is in the form of two coaxial metal rings (7A, 7B) with an elastomer ring (7C) fixed between them by adhesion.
