PROBLEM TO BE SOLVED: To improve an energy absorbing efficiency of a frame by studying characteristics of a filling material to be filled into a cross section of the frame, and using the filling material suitable therefor. SOLUTION: A frame structure comprises a frame FR with a cross section at least a part of which is filled with a filling materials. The filling materials has a mean compression strength of 4 MPa or more and/or a maximum flexural strength of 10 MPa or more. Particularly, the mean compression strength of 50 MPa or more and/or the maximum flexural strength of 60 MPa or more are/is set.
