<p>PROBLEM TO BE SOLVED: To lower the reject rate of a wide band connection by providing a table managing an unused band at arbitrary times in the future from a present time for each line group and selecting a line group in order from the small line group of an unused band at arbitrary times in the table included in a declared band using time zone, when a connection setting request message arrives. SOLUTION: A resource managing part 13 holds the unused band from the present time of VPs 31 to 33 to an optional time in the future. When a connection setting request message, including the band to be used, and the starting and finishing time of using the band arrives, a VP selecting and control part 12 selects VP which is not given reception determination in the part 13, allows VP having the minimum value or the lowest average in the unused band within the time range between the starting and finishing time of using to be a storing VP and informs a connection receiving and determining part 11 of the identifier of the VP. After referring to the resource managing part 13, the determining part 11 issues a reception permitting message if the VP can store the connection.</p> |
