PROBLEM TO BE SOLVED: To improve the prevention of electrification by arranging a conductive paint layer or a conductive resin layer having surface resistivity of a prescribed range on a sheet-like base material and also an electrification preventive layer having prescribed volume resistivity on it, arranging a through hole in a sheet- like floor material, and inserting a conductive terminal into the through hole. SOLUTION: A layer corresponding to the walking surface is formed of an electrification preventive layer 2 having a volume resistivity value of 106 to 109Ω. Since the thickness is 1.0 mm at the maximum, thickness directional volume resistivity becomes 1/2 or less of a normally used electrification preventive layer of 2 mm thick. Static electricity generated on the walking surface and static electricity electrified to the human body almost easily transfer to a conductive paint layer or a conductive resin layer 3 having low surface resistivity of a lower layer. The static electricity transferred to the conductive paint layer 3 can escape to the earth by passing through a conductive terminal 5 arranged in a through hole by passing through the conductive paint layer or the conductive resin layer 3 having low surface resistivity to thus fulfill a sufficient electrification preventive effect without being influenced by a base material of a floor material and an adhesive.
