PROBLEM TO BE SOLVED: To control the driving speed of a diesel engine itself or a mechanism to be driven by this diesel engine, so as to make it quickly into being less than the limiting speed. SOLUTION: According to a comparison result (S110) between vehicle speed and the maximum speed, maximum engine speed enqqctsp in an equation [eqgovsp = (eneqctsp - ene)×EMQGNSP + EQGVSPO] is changed (S160, S170). Since this equation is so set up as in a tendency, the higher in the engine speed, the smaller in maximum speed fuel injection quantity eqgovsp, even if the engine speed ene of a diesel engine rises so suddenly when the vehicle speed is controlled feedback to the maximum speed or less than that with this equation, the maximum speed fuel injection quantity eqgovsp is also able to be quickly lowered in response to this sudden rise. With this, the vehicle speed is controllable in good responsiveness up to the maximum speed or less than that.
