PROBLEM TO BE SOLVED: To provide a heat pump type heater which can shorten the starting-up time until the floor surface temperature becoming stable at set flow temperature at heating operation of a floor. SOLUTION: A compressor is operated with the maximum number of revolutions until the detected floor temperature TF reaches the set floor temperature TSF, and further the operation state of the compressor with the maximum number of revolutions is continued until the set time tm passes. The set time tm is decided, according to the temperature differenceΔTF between the floor temperature TF and the set floor temperature TSF at the point t2 of time when the room temperature TA reaches the set room temperature TSA. Hereby, the floor surface temperature goes up quickly to the set room temperature TSA, and besides it never gets over the set room temperature TSA excessively, and the condition of being stable at the set floor temperature TSF can be obtained quickly Accordingly, this heater can shorten the starting-up time, so the comfortableness rises.
