PROBLEM TO BE SOLVED: To obtain a water-soluble compsn. containing water-soluble polymers and dispersing polymers. SOLUTION: The water-soluble polymers are obtd. by polymerizing (a) 70 to 100 wt.% of at least one kind of water-soluble monomer A2 expressed by the formula, (b) 0 to 30 wt.% of at least one kind of water-soluble monomer Al, (C) 0 to 30 wt.% of at least one kind of amphiphilic monomer B, and (d) 0 to 30 wt.% of at least one kind of hydrophobic monomer C. In the formula, R8 is H or methyl group, Z2 is O, NH or NR10 (R10 is 1-6C alkyl group, hydroxyalkyl group or 5-12C cycloalkyl group). R9 is 1-4C alkylene or hydroxyalkylene, L4, L5 are independently 1-6C alkyl or hydroxyalkyl groups, 5-12C cycloalkyl or 7-12C aryl groups, and x is an ion.
