The fourth computing means 34 substitutes the predicted value 32 predicted in this way and the amount 33 of planned operation this time into the multiple regression expression 23 to compute the predicted amount 35 of an operation dose. By this, it is possible to predict the rate 32 of an environmental dose and the transition curve 38 of a dose with accuracy on the basis of past field-proven data and a few parameters this time.</p>
