PROBLEM TO BE SOLVED: To obtain a hydraulic cement composition exhibiting sufficient flowability by compounding a cement comprising incinerator ashes of municipal refuses and/or sludge with a cement-dispersing agent containing a polycarboxylic acid-based high molecular compound or at least one of a polycarboxylic acid- based high molecular compound, a polyalkylene glycol and a fatty acid. SOLUTION: This hydraulic cement composition comprises 100 pts.wt. of an eco-cement and 0.01-5 pts.wt. of a cement-dispersing agent. The eco-cement comprises 10-40 wt.% of one or more of C11A7CaCl and C3A, the calcination product of C2S, C3S, etc., and gypsum. The cement-dispersing agent is selected from a powdery material obtained by pulverizing a polycarboxylic acid-based high molecular compound having the formulas I and II as constituting units and a powdery material containing one or more of a carboxylic acid compound having a polyalkylene glycol chain, a polyalkylene glycol and a 8-22C fatty acid.
