PROBLEM TO BE SOLVED: To obtain an optical waveguide form of an optical element excellently connectable with the other optical waveguides without depending on an end face position. SOLUTION: In an optical element 1 having an optical waveguide 3 inside which is arranged in a midway of a coupling waveguide 2 formed on a substrate 5 and optically coupled with the coupling waveguide 2 and of which the optical axes on both end faces 4 are tilted against the normal of the end face, the optical waveguide 3 of the optical element 1 are made so that the optical axes on the both end faces 4 have a straight line part tilting toward the same side against the normals of the end faces. As a result, it becomes possible to manufacture the optical element capable of being assembled and excellent in reflection suppression on the end face.
