PROBLEM TO BE SOLVED: To support to smoothly register and deliver a program even at emergency time by checking information on program registration and delivery and a program history table and informing the program owner of illegality when it is detected. SOLUTION: At a new registration, the program history table 207 is investigated to confirm that there is no identical program ID. At a delivery, the history table 207 is examined to confirm that there is an identical program ID and the program is not delivered. At a release, the program history table 207 is investigated to confirm that there is the identical program ID and the program is delivered, and the it is confirmed that the mail-id of a requester is matched with that of the requester having made the delivery request. When the request contents are illegal, an error notice is sent to the program owner through a mail server. |
