PROBLEM TO BE SOLVED: To obtain the subject precoated steel plate with excellent antibacterial, antifungal, antialgal and low-staining effects and good processability and durability as well. SOLUTION: This precoated steel plate is such one that an undercoating film is formed on a substrate of stainless steel plate and a topcoating film is formed on the undercoating film; wherein the topcoating film comprises a resin component composed of 60-85 wt.% of a vinylidene fluoride resin and 40-15 wt.% of an acrylic resin and a pigment component composed of a photocatalyst at 1-30 pts.wt. based on 100 pts.wt. of the resin component.
