PROBLEM TO BE SOLVED: To provide a dynamic domain name system capable of inter-terminal access using a host name by DNS while effectively utilizing address resources by allocating a host address by DHCP. SOLUTION: A management server 11 allocates the host name to the MAC address of the terminal notified from an edge device, notifies the MAC address to a DHCP server 12 and notifies the correspondence of the MAC address and the host name to a DNS server 13. At the time of receiving an IP address allocation request, the DHCP server 12 selects and allocates one from an IP address group and notifies the correspondence of the allocated IP address and the MAC address to the DNS server 13. The DNS server 13 sets the correspondence relation of the host name of the terminal and the IP address.
