PROBLEM TO BE SOLVED: To obtain an image with high quality even when data are reproduced at a high speed in the case of reproduction of a magnetic tape where data are compression-coded in compliance with the MPEG and the data are recorded on helical tracks. SOLUTION: A header is separated from an elementary stream in compliance with the MPEG (A), and DCT coefficients that are arranged from lower order toward higher order are extracted by zigzag scanning for each of a plurality of DCT blocks configuring each macro block (B). The DCT coefficients are rearranged from lower degree toward higher degree while bridging over a plurality of the DCT blocks (C). The DCT coefficients rearranged above are packed to the stream, the separated header is added to the stream to form a converted elementary stream (D). The converted elementary stream is recorded. In the case of reproduction, even on the occurrence of an error on the way of the macro blocks, the stream can be decoded by using the low degree DCT coefficients.
