PROBLEM TO BE SOLVED: To improve adhesion between steel and a coating layer and to main tain high temp. hardness and high wear resistance by preparing steel contg. a specified compsn. of elements, and in which the amt. of alloys is specified. SOLUTION: Tool steel preferably having a compsn. contg., by weight, 0.80 to 1.30% C, <=0.4% Si, <=1% Mn, 3 to 5% Cr, 0.5 to 10% Mo, 2.5 to 12% W, 1 to 2% V, 5 to 10% Co, 0.01 to 0.20% Ti, 0.005 to 0.03% N, and the balance Fe with inevitable impurities, and in which the amt. of alloys is controlled to 840<=A<=1020 is prepd. by a melting method. Moreover, A=(S/100×2300)+(1-S/100×H), S=0.92 (2.0[Mo%]+2.5[W%]-17.81, H=26.14X+531, X=2.33[Ceq]2+5.73[Ceq]+40.00[ΔC%]-4.09[ΔC%]-0.02[Co%]+0.29[Co%], Ceq=0.19+0.017 ([W%]+2[Mo%])+0.22[V%],ΔC%=[C %]-Ceq are satisfied.
