<p>PROBLEM TO BE SOLVED: To make image quality deterioration unremarkable without deteriorating a coding efficiency even in an environment where an error easily takes place during transmission of coded data. SOLUTION: A data dropout probability estimate section 4 estimate a data dropout probability of coded data of noticing small block by counting a distance from a synchronization code inserted to coded data for each small block. An image quality deterioration degree estimate section 10 estimates a degree of image quality deterioration caused in a block on a decoded image in the small block that is inter-frame prediction coded, the data dropout probability and the image quality deterioration degree are discriminated with each threshold to calculate forced refresh priority for each small block is calculated, a priority value is recorded by a forced refresh map 2, referred to for coding a succeeding frame and a small block for forcibly in-frame coding is selected. Thus, in the case that part of coded data is missing due to occurrence of error, deterioration in the decoded image can more effectively be reduced.</p> |
