The method of claim 1 or 2, characterized in that a Portland cement or a clinker of Portland cement is used as a hydraulic binder. 4. The method of any preceding claim, characterized in that said reagent is added in amount of 8-15% of total mass. 5. The method of any preceding claim, characterized in that said hydraulic binder comprises 25-40% of the ash mass. 6. The method of any preceding claim, characterized in that binding and setting is carried out in the atmosphere saturated with water vapor. 7. The method of any preceding claim, characterized in that an additive is added into the water, said additive selected from iron, manganese, iron compounds (II), manganese compounds (II), reducing salts of alkali metals amounting 03.-1.0% of the mortar mass. 8. The method of claim 7, characterized in that said additive is an iron sulfate (II), manganese sulfate, sodium nitrite and metallic iron. 9. The method of any preceding claim, characterized in that said ashes comprising water-soluble compounds are washed with alkaline water. 10. The method of any preceding claim, characterized in that in case organic compounds or combustion residues said phosphate mixture is subjected to calcination prior to adding into it water and the hydraulic bnder. 11. The method of any preceding claim, characterized in that the ashes comprise light ashes from fume of incinerating plants combusting municipal wastes. |
