SOLUTION: A motion vector detector A detects the main spatial directivity (k) of a picture from a television picture signal by a directivity detecting circuit 1. Next, a significance judging circuit 2 outputs the degreeαof the significance of the directivity (k). In addition, a directivity emphasizing circuit 3 outputs a television picture signal Lp (k) emphasizing the directivity based on the directivity (k).
