PROBLEM TO BE SOLVED: To obtain the subject preparation which has a higher oncocyte proliferation-inhibiting ability than those of conventional preparations, has low toxicity and low immunogenicity, can easily be prepared, scarcely changes with the passage of time, and is safe, by formulating a phospholipid, a non-sugar micellar surfactant and a sugar micellar surfactant. SOLUTION: This preparation comprises (A) a phospholipid (for example, dimyristoylphosphatidylcholine of formula I), (B) a non-sugar micellar surfactant and (C) a sugar micellar surfactant for example, an alkylglucoside of formula II [(n) is 7 to 17; the dotted line means anα-type bond or aβ-type bond]}. The liposome can be prepared by treating a proper amount of the phospholipid and the non-sugar micellar surfactant in an aqueous buffer solution with ultrasonic waves, adding the sugar micellar surfactant and then further treating the mixture with ultrasonic waves.
