PROBLEM TO BE SOLVED: To control the engine speed to match a target value without deteriorating combustion defective state, after starting. SOLUTION: An after start peak engine sped actual value gnepk in the idling state and within the specified time after starting is calculated, an after start peak engine speed target value tnepk is read out from a map, and a ratio rnepk is found (steps 1001 to 1005). If the ratio rnepk is out of the target range, since the combustion state may be regarded as being defective, a flag xnedwn indicative of the defective combustion state is turned on (steps 1006 to 1007). A next value (command value) of the intake air amount is left as is to this time value, that is, the change of the intake air amount is inhibited (step 1008), and the value (command value) of the next ignition timing is determined (step 1009) by multiplying tnepk/gnepd with this time value.
