PROBLEM TO BE SOLVED: To easily acquire an automatically observed and collected information at low cost by transmitting the automatically observed and collected information by dialing up an Internet provider and utilizing an electronic mail protocol. SOLUTION: A portable telephone 9 with data communication function is integrated into an automatic information observing device and connected to the Internet provider through dial-up by radio, and measured data are edited into format of electronic mail and transmitted by POP. In the case of a thermometer, for example, the observed data are transmitted through Internet to a central weather center by performing automatic dial-up at the interval of fixed time. In the case of a speed violation monitoring device for automobile, when an automobile running faster than a fixed speed is detected, the picture of the relevant automobile is taken by a CCD camera 2 and the video is encoded to JPEG and transmitted through the Internet to a traffic control center by immediately performing automatic dial-up.
