PROBLEM TO BE SOLVED: To provide a monitoring device with high crime preventing properties by combining the feature of an infrared-ray sensor with of an image sensor. SOLUTION: The received light signal of an infrared-ray is analyzed by the received light wave form analyzing part 34 of an arithmetic processing part 30 and, then and a first evaluation value E1 is calculated by the part 34. Besides, image information is analyzed by an image analyzing part 32 so that the second evaluation value E2 is calculated. A synthetic judging part 36 adds the two evaluating values in accordance with a situation while individually evaluating the evaluation values and executes synthetic judgment based on the addition value. The part 36 judges the existence of a human body and the existence of a plot.
