PROBLEM TO BE SOLVED: To attain a service quality of communication which users want by eliminating necessity to prepare many physical networks, simplifying a system, reducing costs and deciding a parameter regarding an appropriate QoS. SOLUTION: A parameter regarding a QoS stipulated by a network 15 is decided on the basis of a demand regarding a service quality of communication from at least one of an application 12 and a user 11. By a network protocol of a middle ware 14, the service quality of the communication with the network 15 is negotiated and, when communication is received by the parameter regarding the decided QoS, the communication is started.
