PURPOSE: A method is provided to minimize electric energy consumption by utilizing low temperature ground water or tap water for cold storage facility or device. CONSTITUTION: A method is characterized in that a cold storage facility is connected to a pressurized water supply system for tap water, or to a motor pump device for ground water, and domestic water is arranged to pass through the cold storage facility so as to allow the cold storage facility to be maintained at a low temperature and refrigerating function. Thus, a multi-functional cold storage facility without electric power consumption or with a reduced electric power consumption, can be obtained.
