PROBLEM TO BE SOLVED: To execute a proper picture processing in accordance with the difference of paper quality and a photographing situation. SOLUTION: An original picture obtained by image-picking up an original by CCD 104 is stored in RAM 108. An area discrimination part 110 discriminates a character area and a non-character area from the original picture. A character area binarization part 112 binarizes the discriminated character area and extracts an area made to be white by binarization as a base area. A threshold calculation part 114 calculates a threshold from the pixel value of the original picture corresponding to the base area off the character area. A picture correction part 116 executes the picture processing of an edge enhancement processing, a smoothing processing or a color reduction processing on the non-character area by using the calculated threshold.
